In order to determine the best use of American Rescue Plan Act funds, the City of New Carrollton Mayor and City Councilmembers would like residents to join this virtual public workshop to hear a presentation on ARPA funding and to provide feedback on the best use of the funds to support the City of New Carrollton Community.

American Rescue Plan Act (ARPA)
On March 11, 2021, President Joe Biden signed the American Rescue Plan Act (ARPA), a $1.9 trillion dollar package to continue the nation’s efforts to combat the COVID-19 pandemic. As part of the Act, ARPA provides a total of $350 billion in Coronavirus State and Local Fiscal Recovery Funds to states and eligible local, territorial, and Tribal governments.
The City of New Carrollton was allocated $8,164,521.75 of which $4,082,260.88 was received in August 2021. The remaining 50% allocation will be distributed in mid-2022. Under ARPA guidelines, funds must be obligated by December 31, 2024, and spent by December 31, 2026.
ARPA dollars are intended to support the immediate response to the COVID-19 pandemic and to lay the groundwork for a strong and equitable economic recovery. Eligible uses of the funds are to be utilized in response to the COVID-19 pandemic in the following five categories:
• Support Public Health in Direct Response to the Pandemic
• Address Negative Economic Impacts
• Replace Public Sector Revenue Loss
• Provide Premium Pay for Essential Workers
• Invest in Water, Sewer, Stormwater and Broadband Infrastructure
To date, the City of New Carrollton City Council has only approved an emergency ordinance to include the funds received into the current FY 2022 City Budget; however, no specific uses have been approved.
